Html stands for Hyper Text Markup Language. It is the basis for all web sites. You can make a complete website in HTML alone. However, it will not have all the colors, styling or functionality as the sites now a days.

The DOCTYPE tells the webpage what type of code the document is written in. In this case it is done in HTML. The HTML tag specifies what type of tags the document will contain. You need to wrap the whole document in HTML tags. After that comes the HEAD tag that is used for the css, script, and any other links that will be added later. The META tag pretty much tells the browser what language the document will be written in. The title tag is what you will see in the tab on the browser. From there you close the head and open the BODY where all your content will go.
